    Tax day is coming up, and a new study shows that the IRS audits have dropped by more than half. But while audits ofwealthy taxpayers have plummeted, audits of those earning less than $25,000 per year have risen. In 1997, only 2.3percent of returns filed by the richest Americans were reviewed.
