Milwaukee: Jury Recommends Charges for Jailers Who Denied Terrill Thomas Water

In Wisconsin, a jury has recommended bringing criminal charges against seven Milwaukee County jailers who denied 38-year-old Terrill Thomas water for seven days in a solitary confinement jail cell. Thomas died from extreme dehydration on April 24, 2016.
