Francisco Garduño, the head of Mexico’s National Immigration Institute, is accused of failing to prevent the disaster despite clear warning signs at his agency’s detention centers. Last week, Vice World News reported the immigration jail at the center of the tragedy was a de facto “extortion center,” where only migrants with the means to pay a $200 bribe to security guards were released.
