The ACLU says ICE agents coordinated efforts with U.S. Citizenship and Immigration Services as immigrants arrived with their spouses—who are U.S. citizens—at citizenship offices throughout New England seeking green cards. The agencies reportedly scheduled the arrests at times that would attract less public attention.
