In an unusual move, the court issued an emergency order on Saturday morning at 1 a.m. after the ACLU filed a petition warning that the Trump administration was preparing to expel more Venezuelans without due process under the rarely used wartime act. Two justices dissented from the order: Samuel Alito and Clarence Thomas.
