On Capitol Hill, both the full House and the Senate Judiciary Committee have passed bills rejecting blanket immunity for telecommunication companies that cooperated with the Bush administration’s warrantless spy program. The measures amend the Foreign Intelligence Surveillance Act and pave the way for courts to decide whether telecom companies might have broken the law. The Bush administration has threatened a veto.
