Mismatched Ballot Numbers Hamper Michigan Election Recount

Meanwhile, a recount in Michigan is running into problems due to a state law that says a voting precinct cannot be recounted if the number of ballots in the box doesn’t exactly match the number on the poll books. The law could make precincts across the state ineligible for the recount.
