The rules include a provision barring internet service providers from slowing competitors’ services or websites. On Thursday, Verizon filed a federal lawsuit arguing regulators do not have authority to determine how internet companies manage their networks. The case was filed in the same court that overruled the FCC on regulating the media giant Comcast’s blocking of web traffic last year.
