The mission was aborted when the SEALs were spotted by a boat near the North Korean coast. The SEALs opened fire on the boat, killing everyone on board — believed to be two or three North Korean civilians who were diving for shellfish. The Trump administration never notified key members of Congress about the top-secret mission.
