Cunha’s charges stem from his secret Swiss bank accounts, which he’s lied about. His expulsion strips him of his congressional immunity. Meanwhile, Brazil has ratified the Paris climate deal. Brazil is responsible for emitting about 2.5 percent of global greenhouse gas emissions.
