Author of the War Resisters League Organizer’s Manual and also their book War Tax Resistance: A Guide to Withholding Your Support from the Military. In 1982, he co-founded the National War Tax Resistance Coordinating Committee. He was a close friend of David McReynolds. Starting in the 1970s, the two worked together for decades at the War Resisters League on counter-recruitment and disarmament campaigns.
